
The Ontario Workforce Priority stream uses two related submissions for applicants applying with a job offer. The employer submits an application through the Employer Portal, while the applicant submits a separate application through the OINP e-Filing Portal. Each party is responsible for its own documents. Applicants should not assume that a document uploaded by the employer is also available to the applicant, or vice versa.
Self-employed physicians follow a modified process because they may qualify without a job offer or an employer application. Their documents are therefore different in several important respects.
Ontario opened the Expression of Interest portal for the stream on August 4, 2026. The requirements discussed below are based on the official Ontario Workforce Priority stream page, the applicant checklist, the employer checklist and the OINP application process in effect on August 26, 2026.

01. Completeness as a precondition to assessment
The OINP states that an application without all mandatory documents that apply to it will be returned as incomplete and the application fee will be refunded. This is not a refusal on the merits. In practical terms, however, the applicant will usually be unable to correct and resubmit the application under the same invitation after the 17-calendar-day application period has expired.
The safest approach is to assemble the documents before an invitation is issued. Conditional items should be identified early so that the applicant and employer know which documents apply to the particular pathway and circumstances.
Applicants should submit the documents requested by the program. Unrequested material may slow processing. The OINP may ask either party for further information during assessment.
02. Applicant documents
The applicant checklist is not identical for every applicant. The following categories cover the main requirements, but an applicant should confirm which items are mandatory in the Required Documents section of the e-Filing Portal and in the current official checklist.
Applicant Consent Form
The applicant must complete, sign and upload the form after receiving an invitation to apply and reviewing the application for accuracy. An immigration representative cannot sign the form for the applicant.
Identity documents
The applicant must provide a photograph that meets the stated photo specifications. A scan of the passport information page does not replace the photograph. The applicant must also provide the passport information page and pages showing Canadian visas or entry stamps. Passport information pages are required for each dependent family member.
Status documents in Canada
Applicants in Canada must provide current and previous permits, visas and other status documents issued by Immigration, Refugees and Citizenship Canada or the Canada Border Services Agency. An applicant relying on maintained status must provide proof of the extension application, such as an IRCC acknowledgement, fee receipt or postal receipt.
Education documents
A Canadian credential is supported by the credential and official transcripts. If the credential has not yet been issued, the applicant may need an official institutional letter confirming completion, the absence of outstanding fees and the expected conferral date, together with transcripts. Foreign education requires a valid Educational Credential Assessment from a designated organization. The assessment must be less than five years old when the application is submitted.
Language test results
Accepted English tests are IELTS General Training, CELPIP-General and PTE Core. Accepted French tests are TEF Canada and TCF Canada. Results must be less than two years old when the application is submitted. IELTS Academic, PTE Academic and IELTS One Skill Retake are not accepted for this stream.
Licensing or other authorization
If the offered occupation or relevant Ontario work requires a mandatory licence or other authorization in Ontario, the applicant must provide a copy of that licence or authorization.
Recent pay slips
An applicant already working for the job-offer employer in the offered position must provide the two most recent pay slips.
Work experience
When an applicant relies on work experience to meet an eligibility requirement or to claim Expression of Interest points, the relevant periods must be documented. Reference letters should be dated, appear on business letterhead, identify the employer and signer, and state the employment dates, titles, duties, compensation, benefits, hours, weeks worked and any extended leave. Proof of compensation is a separate requirement and may include pay slips, bank records showing salary deposits, tax records or an employer explanation where the usual documents are unavailable. Canadian experience may also require T4 slips and Notices of Assessment. Self-employment requires different supporting records. These work-history requirements do not apply in the same way to self-employed physicians qualifying without a job offer.
Resumé and Ontario ties
The resumé should provide the applicant’s current contact information and a clear account of education and work history, including duties. The applicant should identify existing ties to Ontario, such as employment, education, volunteer work, housing, professional networks, family connections or previous visits. If there are no established ties, the applicant may provide a statement explaining the intention to reside in Ontario.
Expression of Interest scoring documents
The applicant must prove each scoring factor claimed. Canadian earnings points require a Canada Revenue Agency Notice of Assessment issued within the prescribed period and showing the required earnings in one calendar year. T4 slips alone do not replace the Notice of Assessment. Where work experience with the job-offer employer is claimed for points, the experience must meet the specific conditions in the current scoring rules.
Self-employed physician documents
A self-employed physician must provide the documents required for that pathway, including evidence of registration with the College of Physicians and Surgeons of Ontario and evidence relating to OHIP billing. Remittance advice reports may be required where the applicant claims points for medical practice in Ontario.
03. Employer documents submitted with the application
For a job-offer pathway, the employer must provide the documents required by the employer checklist. Two documents form the core of the submission, with additional documents required where particular circumstances apply. The Employer Portal User Guide sets out the steps.
Signed job offer
The employer should upload the original job offer signed and dated by both the employer and the employee. It should be on business letterhead and provide the employer’s address and contact information. It should identify the position, National Occupational Classification code, wage, duties, hours, weeks worked, vacation, work location, any remote-work arrangement, start date and the full-time, indeterminate nature of the employment. It should also explain when the terms take effect.
If the offer is more than six months old or does not contain all required information, a supplementary letter signed and dated by both parties may be required. If the employee is already working in the position, the employer should confirm that employment continues and identify any changes to the role.
Employer consent form
The consent form becomes available through the Employer Portal after an invitation is issued. The employer’s signing officer must print, complete in ink, sign and upload it. An authorized representative or employer contact cannot complete the declaration for the signing officer. The form includes consent for verification of employer information and acknowledgement of the employer’s obligations under Ontario immigration law.
Additional documents where applicable
- An employment letter, where applicable.
- Job advertisements or other recruitment evidence, where recruitment efforts must be demonstrated.
- A copy of the Labour Market Impact Assessment, where the employer holds one for the same occupational code as the position offered.
- The wage provision of a collective agreement, where the offered wage is based on that agreement.
- A valid Commercial Vehicle Operator’s Registration certificate, as defined in subsection 1 (1) of the Highway Traffic Act, together with a safety rating of Excellent or Satisfactory, for an applicable transport position under NOC 73300 or 73301.
- A representative declaration, completed in ink, if a representative is appointed for the employer application.
04. Employer documents that may be requested after submission
The two core uploads are not the full extent of the employer’s possible evidence. During assessment, the OINP may request documents showing that the business meets the stream requirements.
These records may include evidence that the business has operated continuously for the required period, has a place of business in Ontario, meets the applicable gross annual revenue threshold and employs the required number of full-time Canadian citizens or permanent residents. Depending on the requirement, acceptable evidence may include Canada Revenue Agency schedules, financial statements signed by a Chartered Professional Accountant, a deed or registered lease, an organizational chart, an employee chart, T4 slips and pay slips.
The number of employees and the revenue threshold depend on where the employer’s business is located. Employers should confirm the current thresholds on the stream page rather than relying on a general summary.
Recruitment efforts
Recruitment evidence may be required when the prospective employee is abroad, visiting Canada or working in another province or territory. Proof of recruitment is not required where the employee is already authorized to work in Ontario, or where the employer holds a positive Labour Market Impact Assessment for the same occupational code and position. An employer holding an assessment may still be asked to provide a copy of it.
Where recruitment evidence is required, the employer should follow the current checklist carefully. The program expects at least two recruitment methods and advertisements that ran for at least four weeks before the offer was made. The advertisements should contain the required information about the employer, position, duties, qualifications, wage, work location, application method and posting dates. Employers should not submit candidates’ resumés or other personal information obtained during recruitment.
Documents in the second set take weeks to assemble. Financial statements signed by a Chartered Professional Accountant, a registered lease and four weeks of dated advertisements cannot be produced on request. An employer that treats the two core uploads as the whole obligation will meet the remaining requirements only after the application is submitted and the assessment is underway. Assembling that evidence once and keeping it current avoids the problem.
05. Technical requirements for documents
File type, size and legibility
The OINP accepts the file formats listed in the current checklist, including common Word, Excel, PowerPoint, PDF, text and image formats. The usual limit is 10 MB for each uploaded document. Where possible, all pages belonging to one document should be combined into a single file. Every page must be clear and readable.
Translation
Every document must be in English or French. A document in another language must be accompanied by the original and a complete translation that meets the OINP requirements. The applicant, the applicant’s representative, a friend or a family member cannot prepare the translation.
An applicant applying from within Ontario must use a translator accredited by the Association of Translators and Interpreters of Ontario. If no accredited translator is available for the language, the applicant should follow the checklist requirements for a notarized translation and an explanatory letter. An applicant applying from outside Ontario may use a translator in accordance with the notarization requirements in the checklist. A translation that does not meet the applicable requirements may result in the application being returned as incomplete.
Release of third-party results
Uploading an Educational Credential Assessment is not always enough. The applicant must also authorize the designated organization to share the result electronically with the OINP. Authorization given to IRCC does not automatically extend to Ontario, and mailing a paper copy does not replace electronic authorization. CELPIP applicants must follow the test provider and OINP instructions that allow the program to confirm the result, including selecting “IRCC purposes” where directed by the checklist.
Redaction
Applicants should check financial records carefully and black out credit-card numbers before uploading them. Credit-card statements should not be submitted to the program. Failure to redact credit-card numbers will delay processing.
06. Submission order and deadlines
The order of steps decides which documents are required and when. The table below sets out the stages in the order an application meets them.

The applicant cannot submit until the employer has submitted. An employer that waits until the end of its 14-day period therefore leaves the applicant very little time. The practical solution is to prepare both document sets before an invitation is issued.
After submission, the applicant must report relevant changes, including changes to contact information, immigration status or family composition, using the method directed by the OINP. Some changes are made in the e-Filing Portal profile and the rest on a Change of Personal Information form. A failure to report a material change may affect the application.

Requirements can change. Applicants and employers should review the current sources immediately before submitting.
